Frank Figuero Responds to Questions in Both English, Spanish

COACHELLA — Editor’s Note: Uken Report posed a series of identical questions to each of the four mayoral candidates. Everyone but Denise Delgado responded. Following are responses from incumbent mayor Frank Figueruoa.

Uken Report (UR):   Why are you a better candidate than your opponent(s)?

Frank Figeruoa: Denise has council experience, but I believe my work managing millions of dollars at UC Riverside brings stronger financial preparation, along with a more collaborative approach to resolving disagreements. Kino has experience in politics, but I bring a record of direct service and accountability to Coachella residents. I admire Frankie’s energy, but I bring the experience and financial discipline needed to turn ideas into practical, responsible plans. Coachella needs a mayor who listens, brings people together, makes sound decisions, and follows through. That combination of preparation, judgment, and commitment is what sets me apart.

UR: What is your vision for the city?

Frank Figeruoa: My vision is to tell Coachella’s story in a way that attracts visitors, business partners, and investment while strengthening residents’ pride in our city. We are a community of entrepreneurs, from food trucks and restaurants to shops selling shoes, hats, and party supplies, with authentic Mexican culture at our heart. I want to build on that identity and help more residents and businesses share it. In a world increasingly shaped by AI, Coachella can offer something technology cannot replace: real community and shared experiences. Having a breakfast burrito on the side of the road with neighbors beneath a date grove captures what makes this place special. Our future should build on those strengths, creating opportunity while preserving the culture and connections that make Coachella home.

UR: How much do you plan to spend on your campaign? Keep in mind that your spending and contributions are public record.

Frank Figeruoa: My goal is to raise at least $20,000 to cover marketing materials, digital outreach, community events, campaign staff, and operations, including bookkeeping and reporting software.

UR: The data center issue has been a major contentious issue this past year. When did you first realize that the Coachella Valley Technology Campus was primarily being developed for data centers? Did you understand the negative effects at the time? Has your position changed on this subject? If so, why?

Frank Figeruoa: I realized the Coachella Valley Technology Campus was primarily being developed for data centers later than I wish I had. It was presented as an adaptable technology campus with potential uses ranging from warehouses to research facilities, which initially seemed like an opportunity for Coachella. I understood that industrial development would have environmental impacts, but I did not understand their full scope. As the project’s primary purpose became clearer, I grew concerned about those impacts, the financial tradeoffs, and whether Stronghold was providing sufficient answers to our questions. Yes, my position changed as I learned more and examined whether the promised benefits justified the costs. I no longer believed they did. The community’s opposition reinforced those concerns. I do not support the project, and my responsibility is to listen to residents and ensure development serves their interests.

UR:  Who or what prompted you to run?

Frank Figeruoa: My decision to run began with attending council meetings and seeing opportunities to work more efficiently and manage city resources more responsibly. My accounting background helped me recognize those opportunities, but my motivation is also deeply personal. I grew up in a trailer on an agricultural farm, and my mother, a fieldworker, taught me to make life better for the people who come after us. She laid the foundation for my success, and I want to help others build theirs through education, business opportunities, healthcare, and reliable city services. To me, public service means planting trees whose shade we may never sit under. The choices we make today should give our children and grandchildren a stronger foundation and a better future.

UR: Is it time for a new city attorney?

Frank Figeruoa: I appreciate the work our current city attorney has done, but I believe it is time to seriously evaluate our legal representation. Concerns about the appearance of conflicts and the independence of legal advice deserve a transparent review, especially because residents have raised them repeatedly. We should examine our current contract and costs, then compare qualified alternatives, including local attorneys, to determine what best serves the city and fits our budget. Any change should be based on qualifications, independence, and value. If our community is concerned about whether its interests are being protected, that is a concern I take seriously.

UR: Have you met with the city manager yet? Why or why not? Did he provide any words of wisdom or advice? If so, would you share them?\

Frank Figeruoa: Yes. Gus has been available, eager to help, and refreshingly honest. His experience beyond Coachella helps us recognize blind spots and consider approaches we might otherwise overlook. I appreciate his willingness to be candid, even when the answers are difficult to hear. My biggest takeaway is that we must be honest about what the city can realistically deliver. I want him to tell us what we need to hear and explain clearly how projects and services are being managed. That same openness should extend to residents, using plain language so everyone understands our options, limitations, and priorities. Clear information helps us make better decisions grounded in facts and best practices.

UR: What have you learned about running for public office that you did not know before?

Frank Figeruoa: I used to think running for office was mainly about choosing a few priorities and making a strong case for them. Those priorities matter, but I’ve learned that the most meaningful campaigning happens through conversations with residents. I don’t always have an immediate answer, but I can listen carefully, reflect back what I’ve heard, and help connect someone with resources or find a path forward. Listening is a skill that goes beyond being quiet and nodding. It means understanding someone’s experience and showing that their concerns matter. Everyone deserves an opportunity to succeed, and serving them starts with listening. That is something I continue to learn and practice every day.

UR: Residents have repeatedly said they have not been heard. What will you do to address that?

Frank Figeruoa: I continue making time for residents, community groups, and nonprofits through face-to-face conversations at City Hall, including focused, 30-minute meetings. We can arrange those conversations when we meet in the community, through the city’s contact form, or by email at ffigueroa@coachella.org. Please share your questions, ideas, or concerns. We may not respond immediately, but we are here to help. Whether you need a permit or want to open a business, I can connect you with the right staff and explain the next steps. I cannot move your application ahead of anyone else’s, but I can help you navigate the process.

I also want to reiterate that anyone can speak at regular City Council meetings. You have three minutes during general public comment to discuss a non-agenda matter within the city’s responsibility, and three minutes to address an agenda item when that item comes up. You can sign up beforehand or fill out a speaker card at the meeting before the relevant comment period. You can speak in English or Spanish: English comments are interpreted into Spanish, and Spanish comments into English. Speak in the language you feel most comfortable using. Please come and let your voice be heard.

UR: What is the best quality about your opponent(s)?

Frank Figeruoa: Jesus Kino Gonzalez’s strongest quality is his understanding of the political and legislative process. He comes from a political family and was a protégé of former Coachella Mayor Steven Hernandez. His legislative experience in Sacramento also exposed him to a range of policy issues and opportunities to work with different people and organizations. I respect the knowledge he has gained about how government operates and how ideas move through the legislative process.

Frankie Molina’s greatest strength is his energy and ambition. He consistently shows up to community meetings and brings big ideas about what Coachella could become. I appreciate his willingness to participate, think boldly, and encourage conversations about the city’s future. That drive and enthusiasm can help inspire others to get involved and imagine new possibilities for our community.

Denise Delgado’s best quality is her dedication as a mother and daughter.

UR; ¿Por qué es un mejor candidato que sus oponentes?

Denise tiene experiencia en el Concejo Municipal, pero considero que mi trabajo administrando millones de dólares en la Universidad de California en Riverside me da una mayor preparación financiera, además de una forma más colaborativa de resolver desacuerdos. Kino tiene experiencia en política, pero yo tengo una trayectoria de servicio directo y de rendir cuentas a los residentes de Coachella. Admiro la energía de Frankie, pero yo aporto la experiencia y la disciplina financiera necesarias para convertir las ideas en planes prácticos y responsables. Coachella necesita un alcalde que escuche, una a la comunidad, tome buenas decisiones y cumpla sus compromisos. Esa combinación de preparación, criterio y compromiso es lo que me distingue.

UR: ¿Cuál es su visión para la ciudad?

Frank Figeruoa: Mi visión es contar la historia de Coachella para atraer visitantes, socios comerciales e inversión, y al mismo tiempo fortalecer el orgullo de quienes vivimos aquí. Somos una comunidad de emprendedores, desde puestos de comida y restaurantes hasta tiendas de zapatos, sombreros y artículos para fiestas, con una auténtica cultura mexicana que forma parte de nuestra identidad. Quiero fortalecer esa identidad y ayudar a que más residentes y negocios compartan nuestra historia. En un mundo cada vez más influenciado por la inteligencia artificial, Coachella puede ofrecer algo que la tecnología no puede reemplazar: la convivencia y las experiencias que compartimos. Desayunar un burrito a un lado del camino, con nuestros vecinos y bajo la sombra de las palmas datileras, refleja lo especial que es este lugar. Nuestro futuro debe aprovechar esas fortalezas, creando oportunidades y conservando la cultura y los lazos que hacen de Coachella nuestro hogar.

UR: ¿Cuánto planea gastar en su campaña? Recuerde que los gastos y las contribuciones de su campaña son información pública.

Frank Figeruoa: Mi meta es recaudar por lo menos $20,000 para cubrir materiales de promoción, difusión digital, eventos comunitarios, personal de campaña y gastos de operación, incluidos programas de contabilidad y de presentación de informes financieros.

UR:  El tema de los centros de datos ha generado mucha controversia durante el último año. ¿Cuándo se dio cuenta por primera vez de que el Coachella Valley Technology Campus se estaba desarrollando principalmente para centros de datos? ¿Entendía los efectos negativos en ese momento? ¿Ha cambiado su postura sobre este tema? Si es así, ¿por qué?

Frank Figeruoa: Me di cuenta de que el Coachella Valley Technology Campus se estaba desarrollando principalmente para centros de datos más tarde de lo que me hubiera gustado. Se presentó como un campus tecnológico adaptable, con posibles usos que iban desde almacenes hasta instalaciones de investigación, lo cual inicialmente parecía una oportunidad para Coachella. Entendía que un desarrollo industrial tendría impactos ambientales, pero no comprendía todo su alcance. Conforme quedó más claro el propósito principal del proyecto, me preocuparon esos impactos, los costos frente a los beneficios y si Stronghold estaba respondiendo suficientemente a nuestras preguntas. Sí, mi postura cambió al conocer más información y analizar si los beneficios prometidos justificaban los costos. Dejé de creer que los justificaban. La oposición de la comunidad reforzó esas preocupaciones. No apoyo el proyecto, y mi responsabilidad es escuchar a los residentes y asegurar que el desarrollo beneficie a nuestra comunidad.

UR: ¿Quién o qué lo motivó a postularse?

Frank Figeruoa: Mi decisión de postularme comenzó al asistir a las reuniones del Concejo Municipal y ver oportunidades para trabajar con mayor eficiencia y administrar los recursos de la ciudad con más responsabilidad. Mi experiencia en contabilidad me ayudó a reconocer esas oportunidades, pero mi motivación también es muy personal. Crecí en una casa móvil en un rancho agrícola, y mi madre, que trabajaba en el campo, me enseñó a mejorar la vida de quienes vienen después de nosotros. Ella me dio las bases para salir adelante, y quiero ayudar a que otras personas también las tengan, mediante la educación, las oportunidades para emprender, la atención médica y servicios municipales confiables. Para mí, servir a la comunidad significa plantar árboles cuya sombra quizá nunca lleguemos a disfrutar. Las decisiones que tomemos hoy deben darles a nuestros hijos y nietos mejores bases y un mejor futuro.

UR: ¿Es momento de contratar a un nuevo abogado para la ciudad?

Frank Figeruoa: Aprecio el trabajo que ha realizado nuestro actual abogado, pero considero que es momento de evaluar seriamente la representación legal de la ciudad. Las preocupaciones sobre posibles conflictos de interés y la independencia de la asesoría legal merecen una revisión transparente, especialmente porque los residentes las han mencionado repetidamente. Debemos revisar nuestro contrato y los costos actuales, y después comparar otras opciones calificadas, incluidos abogados locales, para determinar qué le conviene más a la ciudad y se ajusta a nuestro presupuesto. Cualquier cambio debe basarse en la preparación profesional, la independencia y el valor del servicio. Si nuestra comunidad tiene dudas sobre si se están protegiendo sus intereses, es una preocupación que tomo en serio.

UR: ¿Ya se ha reunido con el administrador de la ciudad? ¿Por qué sí o por qué no? ¿Le compartió algún consejo o enseñanza? Si es así, ¿podría compartirlo?

Frank Figeruoa: Sí. Gus ha estado disponible, dispuesto a ayudar y ha sido muy honesto. Su experiencia fuera de Coachella nos ayuda a reconocer cosas que podríamos pasar por alto y a considerar otras formas de trabajar. Aprecio que hable con franqueza, incluso cuando las respuestas son difíciles de escuchar. Lo más importante que me llevo es que debemos ser honestos sobre lo que la ciudad realmente puede ofrecer. Quiero que nos diga lo que necesitamos escuchar y explique claramente cómo se están administrando los proyectos y servicios. Esa misma comunicación abierta debe llegar a los residentes, usando palabras sencillas para que todos entiendan nuestras opciones, limitaciones y prioridades. La información clara nos ayuda a tomar mejores decisiones basadas en hechos y en prácticas que han dado buenos resultados.

UR: ¿Qué ha aprendido al ser candidato a un cargo público que antes no sabía?

Frank Figeruoa: Antes pensaba que ser candidato consistía principalmente en elegir unas cuantas prioridades y explicar por qué eran importantes. Esas prioridades sí importan, pero he aprendido que las conversaciones con los residentes son la parte más valiosa de hacer campaña. No siempre tengo una respuesta inmediata, pero puedo escuchar con atención, confirmar que entendí lo que me dijeron y ayudar a conectar a una persona con recursos o encontrar cómo avanzar. Escuchar es una habilidad que va más allá de quedarse callado y asentir con la cabeza. Significa comprender la experiencia de alguien y demostrarle que sus preocupaciones importan. Todos merecen una oportunidad para salir adelante, y servirles comienza por escucharlos. Es algo que sigo aprendiendo y practicando todos los días.

UR:  Los residentes han dicho repetidamente que no se les ha escuchado. ¿Qué hará para atender esa preocupación?

Frank Figeruoa: Sigo dedicando tiempo a los residentes, grupos comunitarios y organizaciones sin fines de lucro mediante conversaciones cara a cara en las oficinas de la ciudad, incluidas reuniones de 30 minutos para hablar de temas específicos. Podemos coordinar esas conversaciones cuando nos encontramos en la comunidad, mediante el formulario de contacto de la ciudad o por correo electrónico a ffigueroa@coachella.org. Compartan sus preguntas, ideas o preocupaciones. Quizá no respondamos de inmediato, pero estamos aquí para ayudar. Ya sea que necesiten un permiso o quieran abrir un negocio, puedo conectarlos con el personal adecuado y explicarles los siguientes pasos. No puedo adelantar su solicitud por encima de la de otras personas, pero sí puedo ayudarlos a entender y seguir el proceso.

También quiero reiterar que cualquier persona puede hablar en las reuniones ordinarias del Concejo Municipal. Tienen tres minutos durante los comentarios generales del público para hablar de un tema que no esté en la agenda y que sea responsabilidad de la ciudad. También tienen tres minutos para hablar sobre un tema de la agenda cuando llegue el momento de tratarlo. Pueden registrarse antes o llenar una tarjeta para participar durante la reunión, antes del periodo de comentarios correspondiente. Pueden hablar en inglés o en español: los comentarios en inglés se interpretan al español, y los comentarios en español se interpretan al inglés. Hablen en el idioma con el que se sientan más cómodos. Los invito a asistir y hacer escuchar su voz.

UR: ¿Cuál es la mejor cualidad de sus oponentes?

Frank Figeruoa: La mayor fortaleza de Jesus “Kino” Gonzalez es su conocimiento del proceso político y legislativo. Viene de una familia vinculada a la política y se formó bajo la guía del exalcalde de Coachella, Steven Hernandez. Su experiencia legislativa en Sacramento también le permitió conocer distintos temas de política pública y trabajar con diversas personas y organizaciones. Respeto el conocimiento que ha adquirido sobre cómo funciona el gobierno y cómo avanzan las ideas a través del proceso legislativo.

La mayor fortaleza de Frankie Molina es su energía y ambición. Asiste constantemente a las reuniones comunitarias y presenta grandes ideas sobre lo que Coachella podría llegar a ser. Aprecio su disposición para participar, pensar en grande y promover conversaciones sobre el futuro de la ciudad. Ese impulso y entusiasmo pueden inspirar a otras personas a involucrarse e imaginar nuevas posibilidades para nuestra comunidad.
