Results of Self-Evaluation Show Room for Improvement at College of Desert
PALM DESERT — If you have been watching what has been going on at College of the Desert theses past several years, there are few surprises in the self-evaluation that completed as part of the accreditation process that began last year. Emphasis was placed on continued development in internal governance, board cohesion, and strategic focus.
There is progress. The appointment of a popular, permanent Superintendent/President is part of the reasons for the progress for the positive feeling beating throughout the heart of the campus. He replaced Interim Superintendent/President Laura Hope who was placed on administrative effectively immediately in December following a closed session. No reason was given.
The positive energy is spilling into the board room. The Nov, 5, election in which two incumbents lost, is also said to have helped in eliminating the toxic environment.
In a May 22 special session of the Board of Trustees, Dr. Deborah DiThomas led a presentation and discussion on the 2025 Board Self-Evaluation. Trustees reviewed key findings, reflected on ratings and comments, and discussed items identified for growth. Specific discussion topics included board ethics, roles and responsibilities, and maintaining confidentiality.
Trustees shared their perspectives on individual and collective performance, including recognition of high ratings and areas with lower scores. Emphasis was placed on continued development in internal governance, board cohesion, and strategic focus.
The Board reviewed the three ACCJC compliance requirements:
- Acting collectively and supporting decisions once made.
- Conducting regular evaluations and using results to improve performance.
- Delegating full authority to the CEO without interference.
- Dr. DiThomas referenced the ACCJC team report findings and engaged Trustees in identifying evidence of progress and areas requiring improvement. The Board discussed the formation of a standing committee for continuous improvement and acknowledged ongoing efforts to meet compliance expectations.

“This retreat reaffirmed the Board’s commitment to continuous improvement, transparency, and strong governance,” said Dr. Joel Kinnamon, Board Chair. “We took a thoughtful look at our performance, acknowledged where we’re succeeding, and identified areas for growth. As trustees, we are fully committed to supporting Superintendent/President Val Martinez Garcia, upholding our accreditation standards, and acting collectively in the best interest of our students and community. These principles are essential to the trust placed in us and the success of the College.”
The self-evaluation process began after a four-member peer review team conducted a Focused Site Visit to College of the Desert Sept. 26-27 for the purpose of completing its Peer Review Team Report and determine whether the College continues to meet Accreditation Standards, Eligibility Requirements, Commission Policies, and U.S. Department of Education regulations.
In March, the Accrediting Commission for Community and Junior Colleges team conducted a review to identify where the college meets Standards and to identify areas of attention.
