Alan Carvalho Seeks Election to District 1

Alan Carvalho, 66, for the first time publicly is discussing his desire to seek the District 1 seat on the City Council, the seat Rita Lamb now holds.

On Nov. 3,  Cathedral City will hold an election to elect two members to the City Council, one to District 1 and one to District 2.  Both terms are for four years and will expire in November 2024. Lamb is currently a qualified candidate, Carvalho is not — yet. He was planning on turning in the official paperwork on Monday.

The District 2 seat is currently an at-large seat and held by Mayor John Aguilar. He is not seeking another term. To date, Nancy Ross is the only qualified candidate for the seat.

Carvalho is married to former City Councilmember Shelley Kaplan.

To get to know his motivations for running, Uken Report posed a series of questions to Alan Carvalho. He responded in both English and Spanish — an unprecedented response for Uken Report.

The Q&A in both languages follows.

Uken Report (UR): Why are you running?

Alan Carvalho: I am running for City Council in order to bring back a progressive voice on the City Council that will respect and honor our diverse cultural community.  I bring a thoughtful, measured approach to governance, where decisions are made based on the best available facts with an eye towards broader benefits and impacts of each decision.

Specifically, we must have an outspoken voice on the city council to protect symbols of pride for our Latinx, Veterans, and LGBTQ communities. Patriot Park, that honors our veterans, should not be desecrated by being turned into a dog park.  Our ambulance service should not be contracted out to AMR.  Our seniors and families deserve a new community center, and our children a public pool during the summer.

I have been actively involved in the advancement of Cathedral City’s arts and entertainment district with the new casino, the rehabilitation of the Mary Pickford Theatre, the CVRep Playhouse, and the new Community Amphitheatre.  I helped in the diversification of the economy with the addition of the cannabis industry, which has allowed the city to hire additional police officers and firefighters.

Your vote means the city will complete the Ofelia Bringas Memorial Bridge, on Cathedral Canyon Drive.  Short- term vacation rentals should be implemented with strong enforcement.  Educational facilities, COD Auto Tech Center, and recreational opportunities for our families will be realized.

UR: What qualifies you to serve on City Council?

Alan Carvalho: I’ve been passionate about our city ever since we bought a home here 12 years ago.  I saw nothing but growth and potential, so I started promoting our city by taking photos and videos of the uniqueness of Cathedral City. I posted them online, on Facebook, Instagram and Twitter.  I feel that so much of what our community is involved in requires more public awareness.  Once the City Council noticed my videos and photos, I was asked to provide videos for the Mayor’s State of the City starting in 2014 and continued well through 2018.  My company lent a helping hand to produce videos showing how much the city was growing and covering all the city’s events for residents and visitors.  These videos allowed all the City Council members a chance to address the varied projects the city was working on.

With 40 new restaurants coming into our city in the past several years, $100 million in infrastructure improvements, $200 million in economic development throughout our valley, our city was poised to thrive.  We need a strong guiding voice to get our city through the challenges of this current pandemic and its economic repercussions.  As I mentioned earlier, and worth repeating, I helped in the diversification of the economy with the addition of the cannabis industry, which has allowed the city to hire additional police officers and firefighters.  I have the energy, having attended almost every single City Council meeting. I’m connected with what our residents need and want, to be the voice embracing diversity and supporting our Latinx, Veterans, youth, seniors and LGBTQ communities.

UR: Your opponent filed a restraining order against you last year? How will you campaign against her?

Alan Carvalho: My opponent attempted to use the legal system for political gain, and a judge denied it. That type of a political dirty trick is not how we should campaign in this city, with so many important issues to discuss and differences to debate, all of which have meaningful impacts on the daily lives of residents.

UR: How would you describe yourself?

Alan Carvalho: I’m a very compassionate and dedicated person who feels strongly about equal rights for all members of our community including our seniors and youth. I especially want to support those in need and all our minorities including the LGBTQ community, Veterans, women, and our patchwork of diverse cultures that make up our community.

I stand behind constitutionally protected peaceful protests, for our residents to have the best public safety officers, by maintaining our own police and fire departments instead of surrendering to the county sheriff’s department and fire.  I’m a staunch defender of our own paramedics in our phenomenal fire department.  We should NEVER consider compromising our public health & well-being by considering cost savings over public safety.

I’m a good friend who stands by his family and close friends, and knows how to stay the course, having been in a long-term relationship with my husband now for 48 years.

UR: Some people say, and you know this, that you are crazy? Are you?

Alan Carvalho:

• IS it crazy to disregard public health when a City Council member votes against mandating wearing masks because he’s under the age of 60 years old? I think a mask mandate for public safety is worth fighting for.
• IS it crazy when a City Council member proposes to disband our amazing firefighters who are also paramedics for the less professional and less expensive AMR service. Our firefighters, the best in the valley, are amongst the top-tier safety professionals are worth fighting for.
• IS it crazy when you have a 25-year history of successful cultural exchange with our sister city Tequila, Jalisco, Mexico, where many Cathedral City residents have roots and family, and suddenly the city council has disbanded that entire partnership behind closed doors and hidden from the public. I think that the educational & cultural exchange program with our Mexican sister city is worth fighting for.
• IS it crazy when you have an energy saving Desert Community Energy alternative that can save residents money, giving residents carbon neutral options, but city council chooses to disband that group completely. Call me crazy, but saving money on our electric bill is worth fighting for.
• IS it crazy when my opponent refused to debate in the last election, calling it a trap? I want fact-based, transparent and reasoned debates on the issues that face our city to help it move forward and thrive for the benefit of all in Cathedral City.

UR: ¿Por qué se quiere postular?

Alan Carvalho: Me postulado para el concejo municipal es con el fin de recuperar una voz progresista en el concejo municipal que respetará y honrará a nuestra diversa comunidad cultural. Aporto un enfoque reflexivo y medido a la gobernanza, en donde las decisiones se toman en función de los mejores hechos disponibles con miras a los beneficios e impactos más amplios de cada decisión.

Específicamente, debemos tener una voz abierta en el consejo de la ciudad para proteger los símbolos de orgullo para nuestras comunidades Latinx, veteranos y LGBTQ. Patriot Park, que honra a nuestros veteranos, no debe ser profanado convirtiéndolo en un parque para perros. No debemos de contratar con AMR para nuestro servicio de ambulancia. Nuestras personas de edad avanzada y familias merecen un nuevo centro comunitario, y nuestros hijos una piscina pública durante el verano.

He participado activamente en el avance del distrito de arte y entretenimiento de Cathedral City con el nuevo casino, la rehabilitación del Teatro Mary Pickford, el CVRep Playhouse y el nuevo Anfiteatro Comunitario. Ayudé en la diversificación de la economía con la incorporación de la industria del canabis, que ha permitido a la ciudad contratar a policías y bomberos adicionales.

Su voto significa que la ciudad terminara el Puente Ofelia Bringas Memorial, en Cathedral Canyon Drive. Los alquileres de hogares vacacionales a corto plazo deben implementarse con vigor. UR: ¿Qué le califica para prestar servicio en Ayuntamiento?

Alan Carvalho: Desde que compramos una casa aquí hace 12 años, he estado apasionado por la ciudad. No mire nada mas que crecimiento y potencial, así que comencé a promocionar nuestra ciudad tomando fotos y videos de la cualidad única de Cathedral City. Los publiqué en línea, en Facebook, Instagram y Twitter. Siento que gran parte de lo que involucra a nuestra comunidad requiere más concientización del publico. Una vez que ayuntamiento percibió mis videos y fotos, a partir de 2014, me pidieron que facilitara videos para State of the City del Presidente Municipal y continué hasta finales de 2018. Mi compañía se presto para producir videos que mostraban cuánto estaba creciendo la ciudad y cubertura de todos los eventos de la ciudad para los residentes y turistas. Estos videos les permitieron a los regidores de la ciudad la oportunidad de centrarse en los varios proyectos en los que la ciudad estaba trabajando. Necesitamos una voz firme orientándonos para que nuestra ciudad supere los desafíos de esta pandemia actual y sus repercusiones económicas. Como mencioné anteriormente, y vale la pena repetirlo, ayudé en la diversificación de la economía con la incorporación de la industria del canabis, que le ha permitido a la ciudad contratar oficiales de policía y bomberos adicionales. Tengo la energía, después de haber acudido a casi todas las juntas de cabildo de la ciudad. Estoy conectado con las necesidades y con lo que nuestros residentes quieren, ser la voz que acepta la diversidad y apoya a nuestras comunidades Latinx, veteranos, jóvenes, personas de edad avanzada y LGBTQ.

UR: ¿Tu oponente presentó una orden de protección judicial en tu contra el año pasado? ¿Cómo va a hacer campaña en contra de ella?

Alan Carvalho: Mi oponente intentó usar el sistema legal para obtener ganancias políticas, y un juez le negó. Ese tipo de sucio truco político no es cómo deberíamos hacer campaña en esta ciudad, con tantos temas importantes por tratar y diferencias para debatir, todos los cuales tienen un impacto significativo en la vida cotidiana de los residentes.

UR: ¿Cómo te describes?

Alan Carvalho: Soy una persona muy compasiva y dedicada que cree firmemente en la igualdad de derechos para todos los miembros de nuestra comunidad, incluidos nuestras personas de edad avanzada y jóvenes. En especial quiero apoyar a los necesitados y a todas nuestras minorías, incluida la comunidad LGBTQ, veteranos, mujeres y nuestro mosaico de diversas culturas que crea nuestra comunidad.

Respaldo las protestas pacíficas protegidas constitucionalmente, para que nuestros residentes tengan los mejores oficiales de seguridad pública, manteniendo nuestros propios departamentos de policía y bomberos en lugar de doblegarnos al departamento de bomberos y sheriff del condado. Soy un leal defensor de nuestros propios Paramédicos en nuestro fenomenal departamento de bomberos. NUNCA deberíamos considerar comprometer nuestra salud pública y nuestro bienestar al tomar en consideración el ahorro de gastos sobre la seguridad pública.

Soy un buen amigo que defiende a su familia y amigos cercanos, y sabe cómo resistir hasta el final, ya que ha estado en una relación a largo plazo con mi esposo durante 48 años.

UR: ¿Algunas personas dicen, y sabes de esto, que estás loco? ¿Esta loco?

Alan Carvalho:

• ¿ES una locura ignorar la salud pública cuando un miembro de regidores vota en contra de obligar a usar cubre bocas porque tiene menos de 60 años! Creo que vale la pena luchar por un mandato de cubre bocas para la seguridad pública.
• ¿ES una locura cuando un miembro de regidores de la ciudad propone deshacerse de nuestros bomberos increíbles cual también son paramédicos a cambio menos profesional y caro ofrecido por AMR? Vale la pena luchar por nuestros bomberos, los mejores del valle, entre los profesionales de seguridad de primera.
• ¿ES una locura cuando tienes 25 años de exitoso intercambio cultural con nuestra ciudad hermana Tequila, Jalisco, México, donde muchos residentes de Cathedral City tienen raíces y familia, y de repente ayuntamiento ha eliminado toda la asociación en sesión cerrada y ocultado al publico? Creo que vale la pena luchar por el programa de intercambio educativo y cultural con nuestra ciudad hermana mexicana.
• ¿ES una locura cuando tienes una alternativa de ahorro de energía Desert Community Energy cual puede ahorrar dinero a los residentes, dando a residentes opciones de carbono neutral, pero los regidores de la ciudad escogieron disolver ese grupo por completo? Llámame loco, pero vale la pena luchar para ahorrar dinero en nuestra factura de electricidad.
• ¿ES una locura cuando mi oponente se negó a debatir en las últimas elecciones, llamándolo trampa? Quiero debates basados ​​en hechos, transparentes y basados en razón sobre los problemas que enfrenta nuestra ciudad para ayudarla a avanzar y prosperar en beneficio de todos en Cathedral City.
