Governor Newsom Signs Two Bills Into Law by Assemblyman Jeff Gonzalez
INDIO — Gov. Gavin Newsom on Sunday signed into law two of Assemblymember Jeff Gonzalez’s bills into law — AB 2163 and AB 1145, (Tristin’s Bill).
That brings to four the number of Gonzalez’s bills that the Governor has signed into law this year — and seven for the first session, 2025-26. In a show of bipartisanship, he has coauthored 260 Democrat bills during the 2025-26 legislative session.

I want to thank Governor Newsom for signing both bills and all of the local leaders, residents and advocates who spoke up and helped get these bills across the finish line. AB 2163, sponsored by Imperial County, establishes a statewide framework for Strategic Clean Energy and Critical Mineral Development Zones, helping coordinate state investment and economic development in regions with critical mineral and renewable energy resources. The bill is particularly significant for Imperial County and its lithium and geothermal resources.
Gonzalez is highlighting seven bills he authored that have been signed into law during his first term representing the 36th Assembly District, including four bills signed during the 2025-26 legislative session. All four of his newly signed bills take effect January 1, 2027.
During the 2025-26 legislative session, Gonzalez also co-authored a total of 236 bipartisan bills, working across party lines to advance legislation addressing issues important to communities throughout California.

Legislation Signed Into Law:
AB 1145 — Tristin’s Bill
AB 1145 strengthens transparency and accountability in the state’s review of local highway proposals by requiring Caltrans to provide greater information about costs, alternatives and the reasons for rejecting certain local transportation proposals.
AB 1756 — City of Needles OHV Pilot Program
AB 1756 extends the City of Needles’ Off-Highway Vehicle pilot program, allowing the community to continue connecting OHV trails and recreational areas with local services and lodging while supporting recreation, tourism and economic activity.
AB 2163 — Strategic Clean Energy and Critical Mineral Development Zones
AB 2163 establishes a framework for identifying Strategic Clean Energy and Critical Mineral Development Zones, helping position communities for investment in clean energy, critical minerals, advanced manufacturing and other emerging industries.
AB 2324 — Youth Caregiver Career Pathway
AB 2324 considers Youth Caregiver Career Pathway to help young people who provide care for family members connect with educational and career opportunities in health care and related fields, while recognizing the skills and experience they gain as caregivers.
Gonzalez will soon host a series of town halls throughout the 36th Assembly District, giving residents an opportunity to raise concerns, share ideas and discuss the issues that matter most to their communities.
“These town halls are where I hear directly from the people I represent, and many of the ideas that become legislation start with those conversations,” Gonzalez said. “I encourage everyone to attend, speak up and let us know what is happening in your community. I’ll continue taking those concerns back to Sacramento and working to turn good ideas into meaningful results.”
