LA QUINTA — A 46-year-old La Quinta man has been arrested on suspicion of masturbating in front of his residence in view of the neighbors on multiple occasions.

Clarence Bailey was arrested at 4:38 p.m. Monday, Aug. 5.  The La Quinta Special Enforcement responded to the 52200 block of Avenida Ramirez in the city of La Quinta regarding an indecent exposure.

During the investigation, Special Enforcement determined Bailey was masturbating where neighbors could see. Bailey was located at his residence and taken into custody. Bailey was booked into the Riverside County jail in Indio.

Indecent exposure typically involves the exposure of one’s genitals, anus, or breasts (frequently with the intent to arouse the sexual desire of another) without regard for the people in the immediate vicinity who may be disturbed or alarmed by the act, according to the Law Offices of Grech & Packer, Riverside Criminal Defense Lawyers.

In California, this offense is usually considered a misdemeanor, though one may be hit with felony charges if he or she possesses a prior criminal record. If one is convicted on a felony charge of indecent exposure, they can face penalties that include up to a year in county jail, or even time spent in state prison.

The La Quinta Special Enforcement Team (S.E.T.) was established in the late 1980’s. The team’s purpose is to serve as a compliment to the Patrol Division with an emphasis on providing enhanced patrol services to the residents of La Quinta. S.E.T. members actively investigate crimes such as burglaries, theft, vandalism, assault, fraud and other localized crimes.

In addition to investigations, S.E.T. members utilize community oriented policing concepts in an effort to provide education and problem solving solutions to the citizens and businesspersons of La Quinta. S.E.T. member activity allows uniformed patrol officers to remain in the field and enhances their effectiveness as first responders.
