Healthcare District Board Adopts New Path Forward with Unanimous Approval of 5-year Strategic Plan

PALM SPRINGS — The Desert Healthcare District & Foundation is moving forward with a clear vision for the future, according to a news release.

At its May 26 monthly meeting, the Board of Directors unanimously adopted a five-year strategic plan, a guiding framework that will be put into action over the coming months and shape the agency’s decisions for years ahead.

The plan will inform the District & Foundation’s funding, programming, policy, and infrastructure priorities from 2027 through 2031 and beyond. With a focus on building a stronger, more responsive regional health system, the plan consists of four pillars with aligning goals, initiatives, and tactics to support them.

Developing the plan began in August 2025, with the expertise and support of Sowen consultancy. In addition to the leadership and contributions of District & Foundation Board and staff, Coachella Valley residents had an essential role in its development.

The plan is grounded in community experience and voice — including commissioned surveys, health needs assessments, and seven in-person community listening sessions and a virtual session held in 2026.

Prior to making the motion to approve the strategic plan, Board President Kimberly Barraza thanked the District & Foundation staff and consultants for guiding the planning process, and the community members who engaged in the process.

“This plan reflects our commitment to improving access to healthcare, advancing equity, and addressing the evolving needs of our communities,” President Barraza said. “It provides a clear path for collaboration, accountability, and long-term impact as we continue investing in the health and well-being of the residents of the Coachella Valley.”

To assist with implementation of the plan, the Board also approved during the May 26 meeting a service agreement to continue working with Sowen consultants through Dec. 31, 2027.
